Did you get another opinion about your tires?
20K miles is not much milage-your tires should easily last longer than that UNLESS there is a problem with the suspension on your car.
You can inspect the tires yourself; eyeball, are the wearbars visable? you can purchase a good tire gage for under $10 or a cheap one for under $5. Your PA DMV can tell you what the minimum tread is for PA. Here in NY, it's 2/32 of an inch.
The tires should wear evenly across the tread of the tire-if not, it's an indication that something is wrong with the suspension or that you haven't been maintaining the tires at the proper air pressure (or both.)

First your car is a 2009, now that means you could have bought your car in Sept 2008, because that is when new model years come out. That would mean that your car could be as old as 2 1/2 years old. But your mileage indicates that you oprobably have had your car for about 1 year.
Second: a lot can happen to a tire in 20000 miles, especially if you bang a lot of curbs, hit potholes, and take your car out of alignment.
Treads can become worn, even dangerous if your car is out of alignment.
If the tread is worn to much your car wont pass inspection. I dont think you were ripped off, I just think you did not tell us the whole story
