I should have updated this sooner, but I did want to add the resolution in hopes it helps someone else. After our run-a-round with Walmart Money Card (Green Dot Bank), we received a LOT of assistance and understanding from our US Senator Ted Cruz, who recommended we file a complaint directly with the FDIC. After filing that complaint, in less than 24 hours our money was refunded. A much shorter review and resolutiion period than we were told could take 90 days by Green Dot Bank just one day before. Please note, our complaint with the FDIC remains open, and will be kept open through the entire process in order that we now receive all interest due to us, plus applicable fee refunds resulting from Green Dot's refusal to act in a responsible manner in accordance with Federal Law. For anyone having problems, the FDIC is well aware of Green Dot Bank and the numerous complants against them. The ATM industry is under the mcroscope and changes to current policies and the conduct of Walmart Money Card and other Green Dot Affilllated banks are under review. Anyone experiencing problems with Walmart Money Card or Green Dot Bank shoud contact their own US Senator and then the FDIC at FederalReserveConsumerHelp.gov, or by phone at 1-888-851-1920, or even FAX them at 1-877-888-2520. You will find them to be extremely helpful, and they will happily accept your complaint and work very quickly to assist you in resolving the issue. Lastly, we fully intend to press this to a conclusion that will end the current practices of Green Dot bank in the ony manner they understad. A law suit, demanding damages of an amount to impress them as to the importance of following existing Federal Law and providing the services their customers and even former customers (we closed our account with them) deserve.

REREAD my initial posting. This has been in dispute for days. Contacted Walmart directly, they are now workong to resolve it with English Speaking American's and NOT the india based personnel that will NOT do anything but read the pre-planned "scripts" they have hanging on their cubicles. Also spoke to Representatives of Ted Cruz, US Senator who AGREES this is a Criminal Act. Stated we would be entitled to all interest, and any and all fees and penaltes resulting from an error that Green Dot wants to push back. They also are working with us to go ater Green Dot with the FTC and FIDC. If you don't know what an attack dog Senator Cruz is, you are about to dind out. God Help you!!

While it is unfortunate that you have to deal with this, it IS NOT theft or fraud. Both of those require INTENT!! No this is JUST a computer error and you will have to wait until they do an investigation. Since you know that American Consumer will lie, cheat and steal to get ahead in life, they MUST do an investigation to determine if what happened ACTUALLY happened the way YOU say it did. While having a receipt IS helpful, they MUST do an investigation to determine the truth of the matter. Yes it IS uncomfortable but YOU have not been ripped of or defrauded. You are only a victim of a computerized society. Since I know that you don't have a clue as to what the investigation entails, I will inform you. First the have to go over the computer/ATM logs. This is to verify that a transaction took place, They then have to go through the video and verify that there was a actual human attempting to do a transaction instead of some forced online attack. Then they have to do a complete physical count of that ATM "Bank" and verify that there is an overage. All of this is going to take time. YOU are under the impression that JUST because you have a declined receipt that they should IMMEDIATLY refund the cash. But you are not thinking clearly. Think how many other people are having a similar issue, and they were there before you and YOUR situation happened. They will do their due diligence WHEN they get to YOUR complaint. If your expecting them to drop everything and focus ONLY on your problem, well that's a unrealistic and childish view. Given ALL of the theft that corporations have to deal with, its understandable that they want to do an investigation. You will just have to wait until an investigation is done and they present their findings. Going online and blasting them because YOU did not get your money back immediately only goes to show YOUR lack of maturity. Things take time and there are OTHER cases ahead of you. Get over it and move on. Im not saying you shouldn't be upset, I am saying that making a post when you HAVE NOT been ripped off shows YOU to have some serious issues. Take a deep breath and calm down. This is a FALSE RoR. This consumer expects IMMEDIATE satisfaction when they CANNOT have it. They will just have to wait.
