On November 28, 2014, I discovered that there were 28 incorrect/fraudulent transactions on my card for 'Google Supercell' that I disputed.  I contacted Google, and they have no record of the transactions, as well as through our cell phones and our tablets to be sure that it was not something we (my family) had done.  There was no record of any transactions.  I contacted customer service with both Walmart (where I purchased the card) and Green Dot (who is the vendor for the card)  Through both of their outsourced customer service departments I was told that a dispute was filed at that time, because the status of the transactions was still pending.  At Walmart I spoke with 'Brian' and at Green Dot I spoke with 'Raquel'.  Both gave me the same information.  I was told through the Walmart Customer Service agent that my card was considered compromised, and they shut down the card, and would send me a new card.  I asked if I needed to follow up with anything, and was informed that I did not, and that a provisional credit would be offered to me while the matter was being investigated and that I would receive my new card and provisional funds by the 12th.  So when the funds were not there I contacted Walmart again, only to be told that the dispute was not filed, and could not have been filed until the charges were not in pending status, but in purchase status.  I was also told that I should have filed something in writing at that time, and used their form to do so.  I contacted the Green Dot corporate customer service number, and was told the same thing but with a slightly different emphasis and that a dispute should have been done with their office, not the Walmart office, and that I could not have been told that I would receive a provisional credit, as they do not allow their representatives to give out that information.  If that was the case, how did I know about it and what it was called?  After being told different information, I was told to fill out a different form downloaded from their website, and this time was actually given a complaint and dispute claim number, but was told that I would not receive their decision until the 30th of December.  Because of the misinformation, and the outright lies told by two different customer service call centers for the same company, I am now filing a dispute with the FDIC as they are a member and their deposits are allegedly supposed to be covered by the FDIC.  I am also filing fraud charges with my local law enforcement as well as a complaint with the Pasadena City Attorney (where they are located) and the California Attorney General's office.  I have found over 200 similar complaints on various consumer websites regarding the same issue regarding their customer service policies and feel that they are engaging in fraudulent practices against a vulnerable population, showing egregious discriminatory practices towards lower income individuals who use their services, and are practicing a form of predatory banking practices.

I want my money for the 28 disputed transactions totaling over $300 replaced, and will be seeking compensatory damages for late fees and interruption of livelihood relating to my business (I work from home) as my power and internet (necessary for business) will be shut off for non payment, my car insurance payment and my software licensing fees (again, necessary for business) which were all connected to this card, in a court of law.  I would like for their dispute practices and policies and procedures in a more visible and accessible area on their website, as well as with their card when mailed to the consumer, in a font between 12-14 points, and in a user-friendly format that is easy to understand for the average consumer who would be using the card.  I also would like notices sent to all vendors of Green Dot Corporation cards to have this information as a 'fair warning' notice to consumers so they are able to make an informed choice.
