I submitted a complaint a week or two ago to the FCC and they responded that the FTC is where the complaint should go. Today I submitted a complaint to the FTC through: http://www.ftc.gov I suggest that anyone with concerns about Hughesnet meeting their advertising and contract claims do the same. I understand that the FTC may only get involved if there is a wide spread problem.
