I met with Mr. Joe Noonan to do an application for a room his comapany had for rent. I gave him the application fee so he could do a background check and employment check. After viewing the property and speaking to a resident I decide not to pursue this any further which I indicated to Mr. Noonan. Mr. Noonan insisted that I pay him a months rent even though I had never moved into his property and had only applied. He kept threatening to place this debt on my credit report. I believe that Mr. Noonan is a bigot and because I am from a foreign country sort to swindle me out of some money. I have emails with his threats and also proof the I was infact staying somewhere else during his accusations.

You made a deposit on the room and are now attempting to defraud an innkeeper in violation of State Law. You were simply advised that the room was available and that you have a balance due of $410. There was no charge for the application. I had a female who witnessed your down payment and that you requested a ride to the U.S. Bank to get your other funds( only to have you then claim were not direct deposited). Finally, I have a VM from you regarding rescheduling the second meeting at 8:25am and I have a witness who was on the phone during my follow-up conversations to you that documented the phone conversation due to your suspicious actions which now appear to be done in bad faith and to try to fabricate frivolous allegations that you were victimized. The facts show that you committed a fraud.
We are referring your debt to collections and will pursue a criminal complaint based on your attempt to defraud an innkeeper.

I have indicated to you that I am not interested in renting the room I looked at. I also informed you that you can keep the application fee. However, this afternoon I received voicemail from you that alarmed me. In it you ask if I was coming into night. I don't know if this is a scam but I have mentioned this to the Police. If you continue to communicate with me I will take out a protection order. I have indicated to you very carely that I am not interested in renting the room. Please leave me alone.

I also beleive he was put up to harass me by the Metropolitan Police Department as I have a civil rights complaint against them and a week before had instructed my last landlord to get me out.
