All you need to do is contact your bank (either the branch or customer service) and tell them you need to file an investigation. The bank CANNOT refuse a request (or multiple requests) for investigations...

I used to work in the fraud department of a very large bank...what I would suggest you do, is file a regulation e investigation...(which you may have already done..) once the bank denies this, you have the right to file another regulation e investigation...The bank may deny this again...if they do,,,file another regulation e..you may have to do this 5 or 6 times...the Bank can NEVER deny a request for a regulation e investigation....the bank where i used to work would make a customer fill out the regulation 2 or 3 times and then we would take the loss and give the customer back his money....even it was a pin based transaction.....i realize that you are out a good sum of money for an extended period, but eventually you should get it back...as far as the customer service person you spoke with telling you that you may have left the card at the point where it asks "do you want another transaction?" is entirely possible, another scenario could be that the machine was tampered with and a device that records card numbers and pin numbers may have been used...a person with this type of device (which can be ordered and purchased through the internet) will go to a machine and put the device in the same slot where you put your card. Once you put your card into the machine, the device will record your card number and pin number..The thief may leave the card there long enough to record 10 card numbers and pin numbers....Once he/she has that information, all it takes is for them to manufacture a fraudulent card with your card number, and then take it to any atm machine and take out your cash....(blank cards can also be purchased on the internet) Please don't let up on your bank.......keep on them.......you CAN get your money back....Hope this helps
