I would like to know if there are any sex offenders around me or my grandkids, a service that I believe is free information provided by the states. Not with this site. There you will find how they intend to screw you over legally. And if they give a brick and mortar address for their contact point, research the address. It turns out Kids Live Safe address is actually a UPS store and they have a box.
Unless they have very small employees with the tiniest servers, I would say it's safe to say that they are just inside the law, but still robbing people legally. And if you try to complain, their terms make it virtually impossible because you won't be able to find them. And there are a lot of other websites doing the exact same thing!
