Sometimes groceries are left at the register or even a cart outside. I use to be a courtesy clerk about 3 years ago and some customers would leave groceries in the cart. Typically, the item is put back onto the shelf, but there is a log of items left by customers with the time and date should they come up there for the items they left. The log is maintained by customer service and any employee who find items lost are to report it and put it into this log.

I am a former employee (not of the store you mentioned). It's not their policy to withhold items. We would hold them aside (except for perishables) and see if the people came back. We had an "items left behind" notebook. Plus our customer service would give people the items when they showed their receipt. I'm sure that they will resolve the issue soon.

I am an employee of Kroger but not the location that you are complaining about. It is not Kroger's policy to keep any groceries of any kind. At the store I work at, if a customer leaves behind anything we simply just put it aside and see if they realize it soon and come back for it. Unless, it is something that is parishable. We then tell the manager that an item was left in case that person calls so the manager will know they aren't lying. Usually the manager will just tell them to come back and get the items at their convenience. Why this store didn't do that is beyond me. But, I can't believe that they would steal your items on purpose. It was probably just a mistake. The other point that I wanted to touch on was the discount card as you mention. The discount cards are sent in to another company who controls your information. Kroger can not get your address from them. They can't even get your name...this for privacy of the consumer. I hope they resolve your situation and make it right soon.
