I contacted the customer via email, alerting her that she was refunded entirely for her back to her credit card. Her order was cancelled because we were having too many problems with stolen credit cards used on international orders. Customer was given the option of either paying for the order via money order, or wire transfer if she was serious about placing the order. She never responded back. Customer was apologized to, and also explained to in the email that we need to protect ourselves as merchants as well protect our customers because credit card fraud is a serious problem.
