In Sept 2000 I was eligible for income based home improvements through McKeesport Housing Corporation, which is backed by HUD. Due to my income level I was elgibel to receive a supposed $25,000.00 worth of work to my grandparents home which I just purchased. Out of this $25,000, I would receive grants worth approximately $13,000.00 and would owe $12,000.00 at a 6 percent interest rate.

Sounds like a good deal NO!!! it wasn't! Come spring of 2001 once the snow melting, I found that my sidewalks, steps, back porch, driveway all had cracked and had chips or chunks coming out of them. I had glass block windows installed and the contractor never finished the sill. The largest portion of my retaining wall buckled and had been rebuilt 4 times, to have eventually fallen completely over at beginning of 2003. The wall that was built on my neighbors property, which was a surprise had also fallen a couple of months later. The walls damaged my new garage door and a lost most of the ground behind the wall. Even something as stupid as column brackets were not used, they used dry wall screws to fasten them. They had a subcontractor do the carpet, which turned out beautiful but then they tried taking all of the extra carpet. They did manage to take all extra supplies; lumber, soffit and fascia, etc. But it was all supplies alotted to my job.

Worst part of all I cannot refinance due to a lien they place on my home and currently still own $9000.00. They tried to blame contractors but didn't fly with me due to knowing 3 other people who have went through this program and we all had different contractors.

The only solution to my problem that they could come up with was to have the same contractor come back and rebuild my walls. Why should I let him, he couldn't do it the first 4 times.
