I did not expect a free service from meineke, but $215 diagnostic not including repairs is too much. When meineke advertises free estimates and inspections on their flyers they should notify their customers it does not include certain repairs. I've been to private auto mechanic shops in the past...if I'm not comfortable with the price of the parts, I could bring my own and they will install it and not charge a diagnostic fee on top of everything else. Next time I won't forget about the little guys.

What they did was perfectly legit. You needed a repair. The shop checked it out and told you what was needed to correct the issue. You chose not to let them do it because they would have made a PROFIT, like all businesses. Correctly, they refused to install parts they did not supply. No business does. Do you supply the parts for the plumber, electrician, homebuilder, Doctor, Hospital, etc? No...of course not. Why try to do it with mechanics? When you decided to find someone else to do it with your CHEAP parts, they charged you for their time. Again, this is normal. Do you work for FREE? No...of course not. Why did you even imagine checking the car out was FREE? What possible motivation could there be for the shop, and the mechanic to do that? Do you expect to not get a bill from a Doctor if you don't like his diagnosis and want a second opinion? What about all the other people you need? Do you expect them to waste time telling you what you require and not be paid for their services? No...of course not. Only the mechanic. And as for "doing nothing on the car", this statement is clearly false. They told you what was required to correct your issue. They spent time, and time is not FREE. I'll admit the charge is a bit high. Most shops charge an hour for diagnostic time.
