You need to do two things to get these calls to stop. (1) contact the phone company and tell them in no uncertain terms you want your phone # removed from the old account # - ie the person that used to have the # and the account which they are sending out to collections. (2) send either an email via return receipt or a certified letter to NCO letting them know that while you may have the phone # the debt was incurred by the prior owner of the phone # and you are not that person and not the debtor and that ANY further calls to you will be in violation of the FDCRA and you will sue them.
This should work.
