I'm not trying to rub salt in a wound here, but straight away it sounded fishy -- when you said you saw the car on Craigslist, yet he wanted you to pay through the Ebay Buyer Protection Program? Craigslist has nothing to do with Ebay....and Ebay cannot guarantee a purchase made through another website. That right there should have set off alarm bells. Anyway, I'm sorry to hear you were scammed. Older but wiser, right?

First off, I am sorry you were a victim of these scumbags. But anytime you see the words "wire" or "Canada" or some other country outside of the US that is asking you to wire money, most likely it is a scam. I received an email from someone a year ago about my vehicle I was selling on cars.com. They offered to buy it for $4000 which was about $1600 more than my selling price, they then sent me two money orders for $2,000 a piece and wanted me to wire $2,400 to Canada. I told them, I would not wire a dime until the money orders cleared. good thing I did not, because it turned out they the money orders were already previously cashed and had been duplicated. In your case, it appears that these crooks are now working in reverse. I believe they are a bunch of Nigerians scamming Americans out of their money.
