On May 5 2004 I purchase a membership with Northstar Marketing and Leasing Inc. operating as Northstar Travel Group with a permanent place of business located at 151 First Street, Collingwood L9Y 4W3 (705 446-3503)

In July 16 of 2004 I faxed Northstar Premiere Travel Group 100 Strata Drive #2, Woodbridge ON L4L 5V7 (905 850-3390) regarding the purchase of a cruise. Lorraine Bush (Agency Manager)and I discussed the dates and informed me they would get back with information and pricing. In August we spoke and I still had not received any details other than those found on the Internet. Finally on Sept 7 I was emailed a quote for pricing of $799 per person plus taxes.

I agreed and asked that the cabin be held for me. I was informed the original hold from July 23 had expired and this would be no problem. I still required some flight details to confirm with work what days I would need. From Sept 7 to Sept 22 I was unable to make contact with the Northstar by email and leaving phone messages. Finally I complained to the Business Manager, Diane J. Konings in the Collingwood office. Diane then contacted Frank Giuliani in Woodbridge and on Sept 23 I received the flight information and confirmed that all was in order on Sept 24.

After returning home from the cruise I found my Visa had been charged an excess of $1216 more than the quote. I called to ask what had happened and was informed that the cruise line had also charged me for the flight. After further investigation by Frank at Northstar I was informed that the pricing from Air Transit Tours Canada on Sept 24 had increased to $1519 and that there was nothing that could be done. I called the Collingwood Office and was informed they were now under a new name of B.D. Group due to problems they were having with the Woodbridge office. I would have to deal directly with the office in Woodbridge.

I asked Frank for more detail on the overcharge. Lorraine was no longer working for Northstar. I found that the Sept 7 quote from Northstar never agreed with any pricing they had been given from Air Transat.

Air Transat quote to Northstar July 23, 2004 $939 + $232 taxes

Air Transat quote to Northstar Sept 7, 2004 $1019 + $232 taxes

Air Transat quote to Northstar Sept 23, 2004 $1519 + $239 taxes

Northstar quote to Harvey Sept 7, 2004 $799 + $232 taxes

It appears Northstar intended to deceive me right from the beginning regarding the actual price of the cruise that would be billed to my Visa. I would like to lodge this as a formal complaint in an attempt to recoup the $1216 overcharged by Northstar approving the excessive expenditure without my knowledge or permission. I have never received any type of document receipt, statement or information other than the Sept 7 email quote from Northstar.
