HPG Management Diplomat Apartments - Phil And Patty Harrigan ripoff, landlord, cat killers, parking towed, harassment, discrimination, cockroaches Los Angeles, Culver City, Huntington Beach California
I lived in the Diplomat apartment owned by HPG Management and the caretakers are Phil and Patty Harrigan who seem to be harassing tenants whose leases are still subject to rent control. When they are gone they jack up the rates for the new tenants. Phil Harrigan refuses to provide the names of his superiors or owners of the company even though he is required to do so by law.
HPG Propterty Management buys old buildings, fixes up the exteriors and then tries to replace existing tenants with new ones who are not under rent control and will pay a higher rate.
Phil Harrigan will not allow the installation of air conditioners in the suites saying the circuitry does now allow for it! This is southern California and the heat can be overwhelming!
Phil Harrigan enters into arguments with tenants, calls them names and verbally assaults them when he sees the opportunity. He randomly tows vehicles from the parking lot of visiting people. He hassles people who barbecue or spend time by the pool saying they are not entitled to do so. He shows favortism to some tenants and discriminates against others, i.e. he only allows certian people to paint, decorate, get new carpets, etc. even though the building interiors are greatly in need of interior repairs. Tenants have reported cockroaches and other insects as well as deteriorating plumbing, carpets, etc.
The other thing Phil Harrigan does is he charges different rates for different tenants in the same type of suite so if you're a sucker you pay more!
Phil Harrigan will not tolerate animals of any kind and has had cats, squirrels and possums disposed of... now if they'd only do the same for cockroaches, ants, etc. Think twice before renting a suite in this apartment building!!!
