We ran into Phil during Hurricane Florence. He was agressive and threatening. He always carried guns and managed to bully into a cruelty seizure where he lied about his credentials and had people performing roadside veterinary procedures that was killing animals at an alarming rate.
He pretend to be military but he is not and just google his name he will come up with all his other frauds. He raises money for animals that went to another rescue and tried to claim donations that were collected by another group.
