The guys at PMW are very nice and charming. However the second they have your money all bets are off. 

A short list of the nonsense I experienced: does not change locks between tenants, rarely shovels during the winter, does not maintain the property (broken dishwasher, broken fire escape window, broken lights in the stairwell, broken lock on front door, broken fridge, high grass, water leaking from bathroom ceiling when neighbor showers, huge crack in wall). They let themselves in to your apartment when you arent home ("had to change the batteries in the smoke detector"). Garbage was all over side of building and attracting rodents. Ignored all requests to clean it up, was only taken care of after a fine from the health department. I could write a novel about how terrible this company is. Very true. I could have moved out, which is exactly what I did.

Most of the stuff that was broken happened after we moved in. The stuff in there is pretty old and not maintained. Which would have been fine if once they broke it would have been addressed. The fridge for instance simply quit working. Power was still going to it and it was running but it was not cold. The entire last month of my residency the fridge did not work and PMW never replaced it or fixed it. The fire escape was broken when we moved in. However I did not notice it when we were viewing the apartment and two years later it is still broke.
The lights were lights in the common areas. All three lights in the stair well and the lights in the entry way simply did not work sometimes. We would go a week without them and all of a sudden they would work one day. Then, a month or two later same thing the lights stop working again for a while. The crack in the wall-that just..happened. Perhaps a shifting foundation? Not sure but it just grows and grows. It first appeared over a year ago and still hasnt been addressed. Now its not so much a crack as a big hole in the wall. I can send you updated photos if you would like.
The garbage on the side of the building was left there by a former tenant. There was tons of it and it sat around for a long time. I started taking a few bags to the curb every week because it was starting to stink. Unfortunatly some raccoons and other rodents tore apart a few bags and spread garbage all over the side yard. PMW would not clean it up and neither would I. The health department was notified and PMW was fined. After the fine they finally sent someone over to remove the garbage.

The conditions were pretty terrible (which is why I moved). The health department and the code enforcer have both been out to inspect this property. I assume you are affiliated with PMW in some way which is why you are sticking up for them. Pictures do not lie. This is not just some "disgruntled and helpless tenant". I have plenty of pictures and reports to back all this up. If the issues are big enough to warrent fines and demands from the code enforcer and health department I think it is pretty obvious that PMW is the one with the issue, not the tennant advocating for better living conditions. It's just a shame that we couldnt have had this discussion before. But PMW pretty consistantly dodges phone calls and disregards letters. Even in person requests for alternate phone numbers got me no where so now you will be judged in the court of public opinion. My time dealing with PMW is done. I just hope that I can give future prospective tennants information to make an informed decision.

Seems to me you could have moved out at any time.

You mention quite a few broken items but you don't explain how or when they were broken. 

As well as the garbage "all over side of building". 

I can only assume based on your report that the very nice and charming guys broke those items and placed the garbage there.

Sounds like just another disgruntled and helpless tenant playing the victim as if someone made you live in such "terrible" conditions.
