Plain and simple, a person looking for a puppy should NEVER buy one from a pet shop. Pet shops do not use responsible breeders. Responsible breeders take the time to place puppies in prescreened homes. They take the time to meet buyers face-to-face. They want to know who their puppies are going home with. Responsible breeders also health test (not the same as genetic testing, so don't be fooled by that either). They check their breeding animals for conditions like joint problems, eye problems, liver problems, heart problems, and kidney problems. They show their breeding animals at dog shows to make sure they meet the breed standard prior to breeding them. They do not advertise teacup sizes or rare colors, and certainly don't sell these puppies for more money than dogs that meet the breed standard. They don't register with puppymill registries like APRI, Continental Kennel Club, or ACA. Responsible breeders register their puppies with the AKC, UKC, or FCI. They are members of the breed's parent club (with AKC, UKC, or FCI). Also, responsible breeders rarely have more than two or possibly three breeds. It takes time to really learn each breed standard well enough to knowledgeably breed a dog. Breeders that have numerous breeds simply don't care about quality, only quantity. If you truly want a healthy, happy family member, consider purchasing a puppy from a responsible breeder instead. They will be there for you if you have questions. They will be there for you if you have problems. They will be there for you for the life of the dog, and beyond. You won't find those puppies for sale in pet shops or online, but they are by far healthier and happier. Take the time to go to a local dog show and find a responsible breeder. Unfortunately, pet stores do often buy dogs from "puppy mills" although they may claim otherwise. Here is a link from the Humane Society of the United States. (((link redacted))) Of course one of their recommendations, and in my opinion one of the best things you can do, is to adopt an animal from a shelter.
