Since you have Caller I.D., block their number or numbers. If you paid the $37 for whatever you purchased, save your proof of payment. If they mail you a bill, mail them a photocopy of your payment record. You may also want to consider writing to them, certified, Signature required to stop their calls. If you have no Voice Mail or Answering Machine, yes they will let the phone ring 30 times or more, because it is an automated process. The person on the other line is not just sitting there holding a phone receiver, they are probably multi tasking, and calling several people at one time. Whoever picks up is the person they will communicate with at the time. This does not necessarily constitute phone harassement. Anyway, if you paid the bill, and you can prove it, case closed. Don't worry about talking to any manager. Make sure you have a more specific address than "Route 6" for future reference.
