Objective: Asking a request to investigate on police racial profile. 10/24/02

Dear the Honorable Jim,

As stated above, I am a naturalized US citizen, and originally from Burma. I am a student at Regent University School of Law since 1999. I was treated unfairly by professor Thomas M. Diggs. I filed an appeal with grievance committee on September 7, 2001. According to the Student Handbook of Regent University, the Chairman of the Committee must respond to me in writing within 30 days.

However, I never got their decision until November 4, 2001. Therefore I made a decision to visit my former country Burma on the 6th of November 2001. On the 5th of November 2001, my US passport was stolen. I made a police report on the 8th of November 2001; on the same night Thomas M. Diggs came and gave me the decision letter. The next day he flew to New Zealand. I wrote a letter to Congressman Ed Schrock on the 19th of November 2001. I got a replacement passport on the 20th of November 2001. On the same date, Thomas M. Diggs returned from New Zealand.

Besides, Office Kent at 2nd Precinct in Virginia Beach Police Station told me, Your Landlord stole your passport, and also Sgt. Christman who is her ex-husband gets involved, so I need to call him first, and then I will get your passport back from him. After two days later Officer Kent told me, He doesn't want to return, so you can file a Criminal Charge, so you can come down to my office to do that.

On that day, I was busy with my job searching, so I was not able to see him. The next day, I tried to see him, but the receptionist at the 2nd Precinct didn't allow me to see him. I asked Congressman Ed Schrock to forward my letter to Chief Jacock. He assigned Lt. Dodson to investigate my case. Lt. Dodson assigned Sgt. Fisher to investigate my case. According to Sgt. Fisher there is no substantial evidence to prosecute the said people, but he never send me his findings in writing.

Again, I contacted Chief Jacock's Office, and he transferred my case to Professional Standard. However, based on Sgt Fisher's recommendation, my case was never proceeding. Besides, I never get their decision in writing. Based on our due process of law and equal protection under the law, please review my case, and take a serious action on this matter. I am looking forward to hearing from you soon.
