Run, Run as fast as you can from William E. (Edward) "Billy" Scutt or anything that the Scutt family is associated with. His father is William F. (Franklin) Scutt and has been dealing in real estate and flipping homes for years. Some of the LLC's that his father has been associated with include:

The Highland's at Oak Hill Property Owners' Association, Inc.
W. F. Scutt, Inc.
Sleepy Hollow, LLC.
Mookie's Hideaway, LLC

This guy will tell you that he does great work and has been in the construction industry his entire life. What he won't tell you is that he is NOT licensed and that he has NEVER held any type of construction or real estate license in any state. And he likely will never be able to get one considering he is a convicted felon with a past felony conviction for trespassing on a construction site some years ago in Florida. Billy Scutt is also known for having quite a temper and a domestic violence injunction against him. And I am not certain what he did, but the victim felt strongly enough that the injunction, originally filed in 2002, was renewed 10 years later (see below).
Look up Rich Mountain Builders, LLC on the internet. What you will find is an LLC under a registered agent named James Soleo and the registered address for Rich Mountain Builders, LLC is 810 Etowah Drive in Ellijay, GA. 810 Etowah Drive in Ellijay, GA is a property owned by William E. "Billy" Scutt's father, William F. (Franklin) Scutt and his mother Pamela O. Scutt. That is what these people do. There is a complicated maze of LLC's that have followed them for decades. Yes, an LLC is a great way to protect personal assets. However, they can also open an LLC, later disolve it, and buyers who have been scammed are out of luck because their "seller" or LLC is no longer there. I am not even certain if the registered agents they have listed for the different LLC's are real people. However, regardless of what the name of the LLC is, who the registered agent is, or whether the registered agent is even a real person, the trail (address, location, etc...) always leads back to the Scutt's and/or a property/address that is owned by the Scutt's.
These people are scam artists of the WORST kind and they have no conscience for the devastation they leave behind.
When they work in Florida they often work with a realtor named Vickie McCord of Irongate Realty based out of Manatee County.
Save youselves, These people have no soul. Unless you want an unlicensed convicted felon working on or building a house for you. But that does not sound very safe to me.

Although the owner of the company Rich Mountain Builders , William E. "Billy" Scutt, is listed as being in Ellijay, GA, I believe that his acual residence is in Lake City.
