Whether you pay for your purchase via cash, check, gift card, or credit card, you have only 90 days to return your item, if it is returnable. (The 90 day return policy is one of the longest in the industry). After that, why did you wait so long? Video games are treated like computer software. You can only exchange the item for the same title if the package is open. This is because of possible copyright infringement. If it is UNOPENED, you can return it for a full refund if it is less than the 90 days. On the back of your receipt, it states "All returns and exchanges must be new, unused, and contain all original packaging and accessories. Some items cannot be returned if opened, including music, movies, video games, software, and collectibles." Target shouldn't be held responsible if you can't read your receipt or their clearly stated policies. They gave everybody at least 3 months notice that they were going to institute this policy.

NORA, No body can return a video game, cd, dvd, etc. when it is opened. There are copyright laws in this country and No one is allowed to return those items unless they are not in working order when purchased. In this case you may exchange the game for an identical title. If you think you can do this other places, then they are breaking the copyright laws and should be turned in.
