Please send me all your money because you are just going to make one stupid decision after another. Someone else is going to end up with your money so it might as well be me,
Why would a used car salesman know whether a recall has been completed? From what you wrote you were able to verify whether the recall had been done but you did not bother to do that until AFTER you let them take the car back. Did it ever occur to you to take the car into a Saturn dealer where they could have confirmed whether the recall was done?
Whether it was voluntary or not, you failed to hold up your end of the bargain by allowing the seller to repo the car. By your own admission, the car was no longer driveable when you gave it back and it was two states away from their place of business. Just why would expect them to not ding your credit? After what it cost the seller to fetch your dead car. then repair it, and sell it they got only a fraction of what you owed.

You seem to be confused about the term "voluntary surrender." It means "repossession."
When you told them to come and get the vehicle because you were surrendering the car, it is/was considered a repossession. I don't know where you get the idea that the car dealer is responsible for repairs after purchase, but no dealer is responsible for your vehicle maintenance after your purchase unless you have it in your contract/warranty agreement in writing.
You gave the vehicle back, now you are responsible for the balance due for any deficiency on the note. You would not have a repo on your credit if you had chosen to pay cash for the car instead. You chose to buy this particular car. And you chose to finance the vehicle. Those are two different actions. The financing has nothing to do with the purchasing and maintenance aspect of any vehicle. If you can't afford to pay for the vehicle AND the maintenance, then don't buy one.
