Courts do not participate in the collections process on judgements.
And, you cannot be jailed for failure to pay any civil debt.
The ONLY recourse to be paid on a judgement is to file a lien on real property, and/or seek a garnishment order from bank accounts or payroll.
In recap:

Go (write call or Physicaly go) to the clerk of court where you got your Judgment, tell them he
refuses to pay, and they'll collect, and/ or jail him.
