There does not appear to be any RipOff here... I like how you complain about their "poor sales' record management system", yet you are the one who can't even keep a receipt for 3 weeks on a $249+Tax purchase. As to the credit card you don't mention any dates, but from what you have mentioned it does seem like there is more to this story. So just a couple of questions. What date did you make the purchase? What date did you attempt to return it?

Anyone who doesn't save their receipts in today's retail environment is just asking for trouble. It doesn't take a lot of "time, energy, space." It doesn't have to be fancy; a simple shoe box in the corner of your closet will suffice. Hopefully you won't need to use it often, but it will put receipts at your hands when necessary. Try returning something to any of the larger retail stores without a receipt and you'll get nowhere. I'm surprised ToysRUs would even consider your claim without a receipt. You're angry at the wrong entity.....
