We met Scott (real name is Tracy Scott) Bandy and his wife Betty Hall Bandy upon recommendation from Westchester Modular Homes, whom he was a listed contractor. He rarely showed up to do the work and had his uncle in the early 60's doing everything.

The modular was set on the foundation in May and come November it was still unfinished. That is when he disappeared never to return moving to the Carolinas, supposedly around the Ashville area.

He installed the hardwood floors parallel to the joist instead of perpendiclular, the stair banisters were hardly nailed in making them unsafe for children. The walls in the loft area were framed without considerationt to the width of the sheet rock leaving a huge gap where the walls meet on the stairs.

There were unexplained drill wholes in the oak treads leading to the loft, broken slider door locks, and non-plummed crooked door jams, and non squared foundation. He built an unsafe deck where it felt you were on the Titanic when someone walked across.

The deck was never bolted to the house nor was there any carriage bolts used for the header beams (the deck rose 18 feet into the air).

He failed to pay the plumber and sheet rock person the remaining balance of the bill.

Never paid the siding person nor the electrician, the gas company for hooking up the gas line and provided wrong information to the town on the permits filed resulting in us having to pay.

Between having to pay the subs and court costs we are out around $20,000. His wife was his partner playing along to all of his charades notarizing fraudulent documents to the bank, i.e. payment to the plumber.

At the end we ended being victim number 11 in a 2004 spree. One victim was a cancer patient whom invested a life's savings into a home that was falling apart. The remainig 9 victims were worse off than we were.

To not mislead anyone, Westchester Modular has nothing to do with this incident since they were not doing business with the culprit at the time of the incident(s) described. They are reputable company that performs a satisfactory due diligence on all of their contractors. The modular home that was placed on the property was not a Westchester modular home. Unfortunately this apple went bad after their relationship with WM ceased.

Selling Automobiles in North Carolina

According to sources close to the culprit, the person is now selling automobiles in the western part of North Carolina. This person and his spouse is not to be trusted!!

Still No Action by the NH AG

Scott has been under investigation for several months the police and the NH attorney general but nothing has been done.
