All delivery personell of any carriers only deliver to an address. In apartment, that means entry area only. None of them would have time for their deliveries if they had to run hallways or climb stairs. The post office (USPS) in a privately run corporation no different than UPS or FEDEX. Our taxes have nothing to do with postal delivery. To suggest part of our taxes pays for 3rd floor apartment deliveries is rather lame. For time and legality reasons, no delivery driver carries a cell phone. Amongst other reasons, it removes the possibillity that a person like "N" would file a complaint that he saw a driver talking on the phone while behind the wheel. If this package in fact was delivered by UPS and simply left without a signature, a formality tracer will be placed and a claim will be approved. Due to the fact that packages are insured for a minimum of $100, however, UPS and FEDEX do not leave packages at apartments without handing them to a person and getting a signature. It would be quite interesting for this "N" person to give us the tracking # for us to verify the complaint. If "N" doesn't, it will be assumed that this person with the stuck cap key is rather ignorant and prefers to blame others before getting the facts straight.
