Once calling the number provided by the ad (800 893 2517) you will be enlightened on how the system works. As stated by the operator on the other end:

The Initial Phone Call

Apply over the phone and pay the refundable fee of $189.95 after which a package will be sent to your home for final signature within approx 21 days. If applying for home repairs, (2) estimates are to be provided with the application packet. Once they receive and review the packet with your estimates, a check for the amount of $500 -$500,000 will be sent directly to you, made out to you and never asked to be repaid.

However

Once you receive the packet approx 21 days after the initial application process, enclosed are three sheets of paper stating what you have to do in order to receive your grant and by not following the instructions will void any application refund. Then U.S. Grant Resources instructions are as follows:

I. You must follow all the instructions given in each packet you received.

A. Our instructions are to WRITE to the sources for their applications and information about their programs. Calling the sources will void out guarantee.

II. Our guarantee stated if you do not get financial assistance from the sources we supply, we will give you a refund.

A. In order to prove you did not get funding from the sources we supplied, you will need to mail us a denial letter from every source we supplied

1. A denial letter must be on the foundations or governments letterhead and state that they are unable to give you the funding.

2. A bad address envelope written to a source we supplied, using the address we gave, will also count as a denial letter.

B. Do not assume you are denied when you are referred to another source.

C. Do not assume you are denied when you read their qualifications. Write to that source. They will determine your eligibility and reply with a letter.

D. The customer service and refund time limit is 90 days.

E. There is no time limit on applying for the grants on your own.

F. If you simply mail back the packet, or change your mind about trying, you will not get a refund.

III. If all the sources deny your funding, mail us all the denial letters and we will refund your money. This is the one and only way to receive a refund.

And another comment, if you ever do decide to call Customer Service between their working hours, you'll always get a busy signal! If you call at exactly 5:01pm, you'll get the answering machine that'll ask you to leave amessage or call back during business hours. I have been calling since I received my package and have yet to get thru (That was almost three weeks ago!!).
