charged me $199 for a credit card took the money out of my back account on 8-5-2000 sent me a package with no card in it and I can't seem to get in touch

I was called a few weeks ago and asked if I was interested in receiving a master card with no intrest ever for $199 with a $2000 limit I gave them my bank account number and they took the funds out of my account on the 5th of August, 2000. I was told I would receive a card in 7-14 days.

I had called these people several times and can't get an answer the line is either busy or you get a recording.

I was given an ID number of MSY5163 and told to contack a Kathy Johnson if I had any problems.

Today August 26th I received this package in the mail. There is no credit card in it, just a card to fill out to apply for a card that they are saying is pre approved and a cd disc that doesn't work called safe gard along with other programs to apply for.

There is a phone number of 416 289 2634. After calling serval times getting no answer a man finally answered and told me it was a private residence and not to call there any more that serval people are always vcalling him and making trouble.

I would like to know if you can help me to get my money back?

Check your statement, this sounds like a part of First Capital Consumers Group

Your report sounds just like the First Capital Consumers scam that is so common on this site. Check your bank statement or contact your bank for the name of the company that debited your account. If it is First Capital, the Ripoff Report has made arrangements to get your money back. Go to "search the ripoff reports" and type in First Capital Consumers. You will find a link with instructions to get a refund. The Ripoff Report has made arrangements to get peoples money back(bless their hearts). Follow their instructions and you should be able to get refunded. This is one outrageous scam. Good luck.
