The sad part about this post is that you seem to believe that the scammers are actually who they say they are. Do you really think these scammers have anything to do with the U.S. Army or Afghanistan?
Most likely you have been dealing with Nigerian scammers that lifted someone else's identity off the Internet. The notion that someone could buy their way out of active duty in a war zone should have been an obvious clue.

These emails are not coming form members of the military; US or otherwise.
They are being sent by scam artists who are most likely in West Africa. Scam artists often masquerade as US military personnel in any number of different scams in order to get the potential victim to let their guard down.
