I have been notfied that my SSN has been pu on hold by the US Goverment. they are saying that I got a internet payday loan that I did not get and are charging me 1705.00. They say that the United Legal Investigation Bureau has 4 Allegations against me. 1 Violation of Federal Banking Regulation. 2 Collateral Check Fraud. 3 Theft by Deception. 4 And the biggest one is E.F.T that is Electronic Fund Transfer.
The email states that I have 48 hours of the date of the letter to call them. I did and I got a device like magic jack ansering machine I told them who I was and gave them my cell number.

If you read that entire email sent to you it is clear that they are non-native English speakers that have no idea how the credit and collection system works here in the US. Go to the FTC(dot)gov website and look up the consumer scam section, specifically for Fake Debt Collectors. That is what this is - a fake debt collector. There is no such thing as "putting a hold" on your SS number. The 4 allagations made against you are bogus. The FTC(dot)gov website explains it all for you.
Whatever you do, don't send these fake collectors any money.

The US Governent doesn't get involved in debt collection so I do not know how your SSN can be put on hold (whatever that means). If you do not owe the money and can prove it you better get an attorney or look online how to stop collection agencies from bothering you.
