I bought a home from Mr. Scutt in Ellenton, Florida.  I was under the impression that Mr. Scutt did fabulous work and was meticulous.  However, I later realized that Mr. Scutt has never held any type of license in Florida allowing him to engage in the type of work in which he was performing.  Mr. Scutt did extensive renovations to the home which included, but are NOT limited to, an addition, a roof over the addition, electrical work, plumbing work, a wood deck off the kitchen, a concrete patio out back, siding, work underneath the home, and having concrete poured on the property.  There are NO permits on record for ANY of the work that Mr. Scutt did to the home, NONE of the work that Mr. Scutt performed to county code, and NONE of the work performed by Mr. Scutt was inspected after completion.  Less than one year after moving into the home I am left with, but not limitied to, a wood deck (built straight on the ground with NO foundation or moisture barrier) that is rotting, full of mold, unsafe to walk on, plumbing problems including a broken pipe out front that was pre-existing before I purchased the home, and a yard that is like a swamp and floods/will not drain whenever it rains.  I have proof that Mr. Scutt had knowledge of these things and, for example, discussed the flooding problems with neighbors, in addition to pictures of the flooding before, during, and after Mr. Scutt's tenure in the home.

I also have a foundation that is rotting, unstable that I discovered after falling through the floor in the middle of the night.  After having a portion of the floor "patched" so it was safe I was told that someone had "recently" been working underneath the home.  I have neighbors who have told me (and are willing to serve as witnesses) that Mr. Scutt was working underneath the home shortly before the sale and I have pictures (obtained by the neighbor) that show a wood board against the home and a ramp underneath where Mr. Scutt was gaining access to the crawlspace of the home.  Mr. Scutt was obviously underneath the home and had knowledge of the problem, did not disclose it, and was attempting to conceal it.

William E. "Billy" Scutt is an evil, unethical individual who should not be trusted.  He comes from a family of experienced real estate "flippers" and he has no conscience.  He does work that he should not be doing, is unlicensed, does not obtain permits, and does inferior work that is NOT to code.  Additionally, Mr. Scutt has a history of mental health and substance abuse issues, admitting to a neighbor that he had to voluntarily Baker Act himself at least one that I know of during his tenure in the home.  I have also been advised that Mr. Scutt has anger issues, to be fearful for my safety, and to call authorities if he is ever seen near the property.

 I filed this report and I did not like in any way . I was scammed BAD. I am not sure how this house ever passed inspection except that Vicki McCord, the seller's agent , recommended all of the inspectors and I, a first time home buyer, foolishly trusted her. The seller, William Scutt, and the seller,'s agent will tell you that I have no rwcourse, but they are wrong. Even as as-is contacts the seller is found by Florida law to disclose serious, material defects that he knew existed in the home. Per Johnson v. Davis, Florda, 1986, the Florida Supreme Court ruled that the seller (Scutt) cannot capitalize on a buyer's ignorce of known material defects in the home by hiding behind an as-is contact, a duty that extend to the seller's agent, Vicki McCord. When I started speaking out about this injuatice, I was even harrassed by Vicki McCord's husband, David Milton McCord, and her daughter, Danielle McCord Santoro, who went so far as to troll the internet looking for and contacting anyone with last name Carrigan and asking "Sorry to bother you but are you related to Erin Carrigan.". A textbook example of stalking as Santoro passed info to my brothers wife, lied, and told her things (I was calling the seller a "rapist" and a "pedophile", which never happened and are blatant lies from Danielle Santoro.. Lucky for me Danielle Santoro isn't very smart and used Facebook (with her profile pictire atta he'd), so it was easily to prove it was her. She is very recognizable with cheap, long black hair extensions and looks like she lives in a tanning booth. I suggest Santoro look up the definitions of slander and stalking because she is guilting of both. Don't just take my word for it. Do your own research. Neither the Scutt's or McCords have a very novle past. They both live trails of LLC's which are constantly opened and closed to protect Themselves.

Attached are more pictures of what the scam artist William E. Scutt left me with.  One of the comments made to me by Mr. Scutt is that if I wanted everything perfect I should have bought a new house.  The problems I am having are with the unlicensed, unpermitted work that the unethical pos did.  Not to mention the fact that the entire underneath the house is rotting, although I was told by a repairman that work had recently been done under the house.  Recently done?  I suppose that is why I have neighbors/witnesses who came forward and told me that Mr. Scutt was seen working underneath the home for a period of several weeks shortly before the home was sold.  So there is NO QUESTION that Mr. Scutt knew that there was a problem under the home, but disclosed NOTHING.  It also might be why he had a third party (witnessed by neighbors) pour concrete around the foundation of the home thus blocking access to the crawlspace.

Mr. Scutt lied on multiple areas on the disclosure.  Mr. Scutt also answered "don't know" to unpermitted work that was not to code on the property.  HE KNEW THAT THERE WAS UNPERMITTED WORK THAT WAS NOT TO CODE BECAUSE MR. SCUTT WAS THE ONE WHO DID IT AND HE IS UNLICENSED AND DID NOT HAVE PERMITS.

I am in a flood zone and Mr. Scutt marked "NO" to flooding and drainage issues on the property.  There is severe flooding not from a nearby river, but whenever it rains, and the water sits stagnant for DAYS.  Mr. Scutt HAD to know as I have pictures before, during, and after his tenure on the property showing the property flooded.  I had multiple neighbors/witnesses who told me that there has always been flooding on the property.  I have one neighbor who even talked to Mr. Scutt about the flooding problem and told me that Mr. Scutt had talked about putting a submersible pump on the back of the property to alleviate the drainage problem, but Mr. Scutt denied a flooding drainage problem on the problem.

Did I mention I have termites?  The realtor told me that Mr. Scutt had the house treated for termites, Mr. Scutt told me the former owner had the house treated for termites, the former owner would not give me a straight answer when I contacted him and nobody had ever given me any receipts, etc... after repeated requests.

I also failed to mention that Mr. Scutt comes from a family of experienced "flippers" and his family, mainly his parents have been "flipping" homes in Florida for years.  His father was primary in the neogiations on the home and even approved and denied the offers on the home.

EVEN WORSE is the fact that Mr. Scutt has a history of mental health and anger issues, admitting to a neighbor that he had to Baker Act himself at least once during his tenure on the property.  I also know from people who knew his family years ago that he lost custody of his only child, a son, to substance abuse.  I have been warned by ALL my neighbors to immediately call the police if Mr. Scutt is seen anywhere near the property and I have even had neighbors call to check on my safety when they see unknown cars or individuals on the property, fearing that it might be Mr. Scutt.

Yes, I desperately need a real estate attorney.  However, I do not have alot of money and I have had a difficult time finding one.  I have tried repeatedly emailing and calling, but some attorneys want $200 to $300 an hour just to talk to them.  I am still looking, but DESPERATELY need help.  I am considering filing a complaint with the Attorney General's Office, although I do not know how much good that will do.  I have not had good luck when seeking help from goevernmental organizations.

Based on your post, it sounds like fraud to me. Talk to an experienced real estate attorney. It may be possible to unwind your deal due to fraud. Do it right away.
