I would call this repair shop and bring this to the managers attention. I would expect the store manager to have a fair explanation and also what he/ she is going to do to prevent this from happening in the future. If you have proof of the initial recommendations and also the other shops rebuttal, this may be necessary. Hopefully the subsequent inspection included information such as thickness of the friction material, drum diameter, factory disgard, etc. If you don't get anywhere with the store manager, I would bring this to the attention of the district office. You can usually get this information from the store or calling the corporate headquarters. If the store is indeed taking part in fraudulent practices, you should also contact the Bureau of Automotive Repair. This is a state office operated as a part of the State Attorney Generals office. When it comes to automotive repair, you have a lot of consumer protection in the state of California. The state takes auto repair very seriously and they would not hesitate to fine the offenders heavily.
