Almost ALL stations place a temporary hold on a dollar amount to be sure THEY get paid if you use your card some more and are short of funds. It is NOT an actual debit, but does affect funds availability until the charge clears.
I don't understand why the "lady at the bank" said "it happens all the time at Chevron" and "come in to fill out some paperwork for fraud. This is extremely innacurate, ill-advised advice.
When you move to a different brand of gas and use your debit card there, they will almost certainly place a hold for an amount they feel necessary to guarantee payment. Use your CREDIT card.
What are you going to sue Chevron for? Nothing illegal or unethical is being done.
