One of the most important documents for a collection agency to have in order to aid in the collection of a debt from a previous resident is the rental application. The collection agency is the party that attempts to collect from a debtor, they choose to pursue a particular avenue to collect a debt, not the apartment complex. If your daughters debt did get on your credit report, which seems unusual since you have to have a social security number (among other information not included on an emergency contact of a rental application) then only the collection agency who put it there can remove it. The apartment representative does not have the authority to remove this type of information from a credit report, which would stand to reason that this is of no fault of the apartments. Your daughter was charges damages to the apartment beyond normal wear and tear and the community took reasonable steps to recover these fees.
