After selling an iPhone 4S on November 22, 2014, I expected to receive a coupon for the difference between the sale price and the trending price, per eBays promotion (http://pages.ebay.com/ebayforthewin/offertermsemail.html).

On December 7th, I utilized eBay call back feature to speak with a customer support (which is obviously out of India) and was told that the issue would be sent to a supervisor on December 8th to be processed within 24 hours resulting a coupon of $60.  

On December 9th, I utilized eBay call back feature to speak with eBay customer support again because no such coupon appeared in my account and I was told that the support person would contact me back to determine the status of the $60 coupon.

On December 11th, I utilized eBay call back feature to speak with eBay and the customer support person told me that no such request had been submitted or documented.  While discussing my dissatisfaction with the customer support person, I was placed on hold without even being told that I was going to be placed on hold.  I hung up and requested another call back, this time immediately requesting a supervisor.  I was then placed on hold for 30 minutes, during which time I requested another call back to a different phone.  

When I received an immediate call back, I played the wait music for the technician and told them that I was waiting for a supervisor for 30 minutes.  He told me to hold please while he transferred me to a supervisor and suddenly on the first call which I was on hold for over 30 minutes, I was speaking with a "supervisor" who oddly enough sounded exactly like the support person answering the phone in the first place.

This "supervisor" told me that the item did not qualify because it was listed as having "minor scuffs."  When I pointed out the exact details of the promotion (http://pages.ebay.com/ebayforthewin/offertermsemail.html), she claimed she was attempting to open the details of the promo (which you would have thought she'd have open since she said it didn't qualify).  She was "opening" the details for approximately the next 5 minutes.  Finally, she stated that she would be "escalating" the issue and provided me with the following reference number, only upon request, 140175997235, and her name and employee number, Val/0051.

 

In addition, I convinced a family member to post their phone prior to learning of this "scam" and their phone sold, but the buyer did not pay.  The eBay promotion at http://pages.ebay.com/ebayforthewin/offertermsemail.html states the following: "However, if the seller creates a Qualifying Listing but his/her cell phone (a) does not sell at all, then that seller will receive a $100 coupon towards his/her next eBay purchase; or (b) sells but at a price that is less than the Trending Price (also reflected as the suggested Buy It Now Price) at the time of listing creation, then Seller will receive a coupon equal to the Trending Price less the price at which the cell phone sold rounded up to the nearest dollar."  

 

When I confronted the support person with this situation, he claimed that the phone didn't qualify for the $100 coupon because it didn't sell, but it didn't not qualify for the trending price difference either because it did sell.  Does that make sense to anyone anywhere?

After expecting that I might never receive the coupon,  I called eBay today (Dec 16th) and reached a support technician in the USA. He assured me the coupon would be there within 48 hours and it was there by the end of the day.  Thank you, JB!
