There are no such thing as "lifters" in a regular gasoline engine. There is an EPS driven warp field coil that, on occassion will rattle. this is caused by excessive speeds beyond warp 9 and can usually be fixed by realigning the warp field generation system. Any starabse will have the neccessary equipment and personnel to realign your warp coils. I suggest that you find the nearest Federation Starbase in your area and schedule a spacedock repair of your coils. also, request a check of your Electro-Plasma System (EPS) conduits, as these usually wear out when the coils develop an "out-of-roundness" if this doesn't work, you'll have to get a new warp coil system, new deuterium tanks, new warp nacelle(s) and a new core controller. I hope this helps you in your own star trek, old chap. Best wishes,
Frederick

I don't see what you mean be "sticky". lifters can knock if they are loose. if this is what is happening, just tighten down the rocker arms and the lifters will stop slapping on the cam shaft. You'll need a new valve cover gasket because taking off the cover usually ruins it. If that doesn't work, put oil in the truck because its probably empty.
