I shop at the Harbor Fright tools in Chico on average once a month.  I'm a sculptor and oddly Harbor Freight is a great source for many of the tools I use.  I Generally have nothing bad to say about the company.

On the morning of 9/6 I purchased an item that required the cashier to call somebody up to change the price of an item.  When he got to the register, he refused to do it, telling the cashier I was likely just trying to rip them off, and then turned and walked away.  He never even addressed me directly.

I wasn't trying to "rip them off".  The item was in their open box area.  It had one of their stickers on it.  The sticker was signed by them, and had the Item's number on it, as well as what was wrong with the item. (It was a socket set missing two of the sockets).

I wasn't going to argue with the cashier about it, she seemed pretty nervous and scared of the whole situation.  The only thing I mentioned to her was that she should tell the manager how rude the guy was that came. She told me the guy was actually the new store manager. He had just recently come from a different store, and there wasn't anything she could do about it.  She was at least extremely apologetic about it.

If the store manager doesn't want people buying the open box items... get rid of them.  If they are going to put prices on the items, they should honor that price.  Finally, If a 20 something cashier has to apologize for the behavior of the store manager, the company likely has the wrong person running their store.
