Pets have been a part of my family as far back as I can remember. I think that flea collars are very dangerous and I would never use one on a pet I love. Besides, the chemical burn you mentioned, there is a question of physical safety. Flea collars can be caught on something and the animal my die by strangulation in attempting to free itself. For kitties, there are i.d. collars that have an elastic band that gives the animal a chance to slip out of it if caught. As for the flea problem, I much prefer the small tubes of flea repellent which can be purchased at a vet's office or over the phone. A dose is applied at the base of the skull where the animal cannot lick it. A treatment last for, I believe, a month or so. Any application of an anti-flea material must be made where the pet cannot lick it. Before using any anti-flea material, check with your vet.
