I have rented cars from Hertz about 40-50 times over the past 3 years, and customer service has always been excellent. That's why I continue to rent from Hertz when I have my choice of other agencies. (Avis has been good too.)
I got a flat tire once on a Hertz rental car, after driving over some debris. I called the emergency roadside assistance number that they had printed in the rental agreement. A tow truck came out promptly, changed the tire for me, and I was on my way. I didn't have to go to Sears to buy a new tire, and in fact it didn't cost me anything.
If I bought my own tire and replaced it I wouldn't really expect them to reimburse me for it, because they probably pay a lot less for tires than consumers do. However, I agree that it would have been nice of them to "make an exception" for the person who made this complaint... even if they weren't legally required to.
My suggest on avoiding this problem in the future is simply to call their emergency roadside assistance number and let them take care of you.
