I received addressed to my correct name, at my correct street address & zIp but wrong city,state a letter from the International Lotto Commission dated 11/6/08 stating I'd won $420,000. IF anyone has a clue as to how they've gotten my partially correct name/address/zip - PLEASE ADVISE. If I find out who may have sold my info to them, leaked it, or any other details, I will cease business with them, report them and/or post blogs whereever I can, ASAP.

The letter asked that I NOT go public with this info until I've received my prize, since there was a mix up of some numbers and names. To claim the "prize" I have to call my "agent" at Global Security Company at 647-878-7280 and pay taxes & processing fees of $940 for which they've sent me a check for $1420. The check is drawn on PNC Bank of Philadelphia PA in the account name of The Glen Mills POG 5001 Concordville PA 19331. A search of the POB comes up with a school's address. The check is computer generated, signed and complete with security notice markings called DocuGard and a printed back side for endorsement. I've looked up the # for PNC 888-PNC-BANK and called them to verify the check's possible worthlessness and possible fraudulent incident. They didn't seem too alarmed about it, asked for the account number, then transferred me to corporate services voice mail - so I could only leave a message.

I have read on this site though that several folks have fallen for this SCAM, and I am just surprised that ANYone would give their bank/financial info to others via phone without verification of the # they are calling, and/or at least verifying that the check mailed to them was good.

Instead of trashing the documents I've received, I am turning them over the bank and/or authorities WITHOUT calling the # in hopes that someone will catch these morons who must think all Americans are just plain stupid.

Yes, there are so many things wrong with the scam that it shouldn't fool anyone. It must fool enough people to make it worthwhile, or the people trying to pull the scam would give up. Check in the mail -- No one sends checks in the mail unless the recipient is expecting it. No one sending a check uses someone else's bank account. The account on the check better match the name of the company sending the check. Moneymart / Western Union -- No legit business needs money sent to them this way. It is not the fastest way to get customer / client money into the company bank account. This is not really "wiring" money. This is putting cash in an envelope and pinning it to a bulletin board. Anyone can claim the money from anywhere if they know about the transfer and have the "right" ID. Foreign Lottery -- They are not legal. Not only are lotteries prohibited in Canada (unless run by the Government), Americans may be in violation of U.S. law depending on how the ticket is purchased. Ticket -- A lottery can't be won without buying a ticket. Don't have a ticket? You can't claim a prize. They want the ticket holder to come in to collect the money so they can take pictures for publicity. Secrecy -- Lotteries want publicity. The more publicity there is, the more people will buy tickets for the next lottery. Taxes -- In Canada, there are no taxes on lottery winnings. (Because the lottery is run by the Gov't, they already have their cut.) Cell Phones -- If there were a company that collected taxes on behalf of people, they wouldn't use cell phones. They would have toll-free numbers and they would be agents of the Government, not of any private entity. The more people know about how to spot these scams, the less effective they'll be.
