When did this move happen? According to my research, the DOT and MC numbers you listed have been Goldstar since 2000. As for the Binding Not-To-Exceed estimate, you were right in that the very nature of it is to make sure that is the final price. Plus, the Order of service must be filled out in full by the movers, prior to signing, according the the Rights and Responsibilities book (did they give you one of these? They have to). And great job forcing them to reweigh the load. Have you called the DOT yet? I just listed their number a few reports, you can easily find it ("here's where to complain"). Also, Goldstar's license was revoked as of March 31st of this year, since their insurance renewal was rejected. No insurance, no license. Don't back down, call everyone on the list!
