There are always 3 sides to every story. Your side, their side and the truth. My comments are based on my extensive business and technical background.
Don't know who this person your are complaining about is but there are some things you should be aware of.
Internet based business do not require a business license of any kind. Unless the business is regulated by firearms, alcohol, tobacoo or medical laws. The only time a service provider requires a license is when they themselves are streaming copyrighted music or videos. Clients whom stream a live broadcast containing copyrighted content must have permission or obtain their own license to do so.
Since Mona appears to be collecting all payments and performing all transactions via PAYPAL under her given name, she is not required to register her business or file for a DBA, INC. or an LLC. The reason is simply because Mona already has a tax number also known as a social security number she can utilize to file taxes.
The only law that she must remain in compliance with are filing taxes if she makes x amount of dollars and making sure not to allow any illegal activities to take place on her servers. However, no one person can detect all such issues which is what the terms of service and acceptable use policies are for. Clients are responsible for any criminal activity they engage in.
Now as far as being a PAYPAL account registered to someone in India is irrelevant. If the servers in which the clients are hosted on are based out of the U.S it's a U.S based operations remotely managed from India. Just because a person lives abroad does not mean their resources are also provided directly from their geographic location. The Internet is a global operation not restricted to a specific area. The only exceptions would be countries which completely block out Internet access.
As far as the police report. In all honesty, you are wasting everybody's time. The police have more important matters to handle than your $ 200.00 loss. Furthermore, if she is running all operations from India than it's out of your local police departments jurisdiction. This is not a police matter. Just accept your losses and learn from your mistakes.
Research a company before doing business with them.
I'm not taking sides, just explaining how the real world works.
