Mr. Noble of NCO is permanently recorded requesting a payment on a Bank of America account for approx. $1,300.

As I have had issues of third party entities pretending to have opened accounts in my name with Bank of America in the past, I immediately called a contact I had in the fraud center at the bank to find out who was calling on a family member's cell phone.

Bank of America (same as last time) insists they have no affiliation with NCO. They searched all my accounts by social, address, and various other identifying pieces of info and they have no record of any account with the account number provided and/or dollar amount.

As the "adult", I call Mr. Noble back and he refuses to tell me who he was trying to reach. He is merely demanding my bank account info, my ATM Debit Card info, My Social, and other personal information. He was verbally abrasive and borderline abusive threatening to sue me if I refused to give him the information he wanted. He did not want to listen, and would not let me get a word in edgewise. He refused a supervisor/manager.

I said my peace all the while he was demanding personal information. I told him if he call the wireless number again belonging to the child, I would be investigating what agency would protect the safety/welfare of the child and report him and his agency. I subsequently learned your Attorney General can help with that all they need is a formal letter of complaint memorializing the notice to cease and desist calling the minor child and harassing them throughout the school day.

I further explained to this Yahoo that Bank of America denies any affiliation with NCO and to discontinue all harassment. I don't think he heard me because he wouldn't keep quiet long enough to listen, just kept demanding personal information. He also refused their mailing address and said they only take payment to clear debts over the phone.

I kept saying it isn't my debt, the bank has no record of it, and he would just keep asking for my personal information that I will not provide based upon the various lawsuits, disreputable conduct, and the Budd Hubbs Watch List reports.

I have a document from the bank verifying they have no information on any other accounts in my name. That goes to the attorney general as well.

I would recommend writing all disputes to the Pennsylvania Attorney General where the company is headquartered as well as the Attorney General in the state which you reside (in the event they move it to an office outside PA to force you to start the dispute precedings all over. If this happens the attorney general in your state will be able to intervene and move things along a little quicker).

I would also report them to the Federal Trade Commission, but don't expecft resolution. The Federal Trade Commission only logs complaints and NEVER intervenes or assists on behalf of the consumer. The idea is to create enough complaints so they have to fine the company. NCO was hit with over $1 million in fines, it's going to take more of those fines to put them out of business.

NCO folded like a deck of cards.  The PA Attorney General came through as did the PA BBB.

Despite Bank of America claiming they DID NOT contract NCO to collect any funds on their behalf, NCO maintains that they represent Bank of America.  They were unable to provide any documentation to support that claim.

NCO made a determination to code "their account" as fraudulently opened and delete the derogatory trade line.  

Bank of America still claims that they have no affiliation with NCO and I do not have any accounts in arrears with them.

IS A VIOLATION OF THE FEDERAL RIGHT TO PRIVACY ACT AMMENDED AFTER 9/11 ANY REQUEST/ATTEMPT BY AN INDIVIDAUL OR COMPANY SHOULD BE DOCUMENTED/RECORDED AND FOWARDE TO THE OFFICE OF HOMELAND OF HOMELAND SECURITY IMMEDIATELY SO THEY CAN INVESTIGATE AND TAKE ACTION AND BELIEVE ME THEY WILL TAKE ACTION THIS IS NOT A LAUGHING MATTER BUT SOMETHING THEY TAKE VERY SERIOUSLY AND THE GUILTY PARTY/PARTIES WILL BE ARRESTED AND TAKEN TO JAIL.

You don't get the point of forums like this. It is not about bickering with NCO, but promoting public awareness of consumer usury out there in the marketplace today. By educating consumers on how to address their specific situation, it will help promote positive change. It will help governing officials lay the groundwork to much needed revision and enforcement of existing laws. Disreputable collection firms, not just NCO, pretty much write into the budget the $1,000 fine and legal costs from the few that do know how to prosecute them. NCO at one time went public, bought up a number of assets, then was bought back by the owners using deceptive business practices the entire way. Even the $1.5 million of fines imposed by the FTC was a drop in the bucket for their now, world wide operations and did not discourage illegal practices. The copy of the post by the NCO employee as well as all the lawsuits recently filed in the last 30 days, further illustrates the caliber of employees and reputation of the firm to show people they don't have to be afraid of a moron like that. So, anyone who would oppose educating consumers calling it a waste of time is either part of the problem, rather than the solution to this economic crisis and/or has financial interest in disreputable and questionable financial services. Don't lon't a narrow-minded weasel like these folks at NCO intimidate you.

Would you like the physical address of their building in missouri? My spouse works for united health care, and NCO financial rents officer space from them. 1930 w Bennett Springfield mo, 65807 Hope that helps, and yes I have heard from the UHC employees that the NCO people do smoke pot outside while they work. There are routine complaints about it.

So much to say about the latest news. NCO did in fact damage my credit reports with this alleged Bank of America delinquency. Bank of America has reported to all officiating agencies that they have no affiliation with NCO, nor do they contract NCO to do any work on their behalf. The reports claim NCO illegally obtained Bank Customer personal identifiable information and fabricated the debt in my instance. NCO's legal counsel, Lisa Signore refused comment. She also refused to respond to inquiries requesting validation of the debt. In a search, it apears that Client Services (see other Rip Off Complaint with the same actions/response as NCO) is a subsidiary of NCO. The subsidiary sent the information to continue harassment and avoid prosecution from the Missouri Attorney General by crossing state lines to Pennsylvania. Since Client Services claimed damaging my CRA was a clerical error on their part and suddenly NCO picking this up within 10 days the letter of response was issued by Client Services to the Missouri Attorney General, I started thinking. Now this is always a dangerous thing when I think, because I wanted to see if any dots connected from Client Services to NCO. Both company websites were similar, but you could always have an "industry recommended" web designer develop separate sites for the same companies. Client Services did not provide any listing for physical mailing addresses, but NCO totes in their qualifications, they have offices world wide. NCO advertised offices in Missouri, but I could not get an address of their Missouri office to compare it with the address on the Attorney General response from Client Services. I looked at job listings for NCO Financial in Missouri, and LO AND BEHOLD they are looking for collectors for NCO at the same address as Client Services. This is proof the company evaded investigation in Missouri by crossing state lines. Consumer Abuse in it's finest.

[email protected] This is my latest piece of information courtesy of the Better Business Bureau. Innundate Lisa's in-box. Also contact your senator to support some of the Fair Debt Collection practices Act Modernization Reform. This will include higher fines against abusive practices, prohibiting calls on wireless phones, tighter restrictions on calls at the place of employment (once a month maximum and ONLY if they have no other number to reach you). Lots of good ideas - visit the FTC website for the details.
