I received a collection letter from NCO Financial Systems a year ago for an account that was not mine. I sent in a dispute letter as per the written instructions on the letter stating that I was not the debtor that they were looking for that I would like to know how they assigned this debt to me etc. I didn't hear a word from them until this week (May 30, 2008).

I have now received another collection letter but I believe it is for a different account as it was about this time a year ago that I received the first letter. When I called the 800 number, I was told that 'someone' with my 'same name' has this account and that they send out letters across the country to find them. I refused to give them my social security number as I do not know who they are and they do not want to give me the social security number 'associated' with the account. I asked how they could tell that it was me that they were looking for then - I was hung up on.

They are collecting for an american express account (I won't publish the # that they have given me) with a total balance due of 5725.84 of which they will accept 40 percent of or 2290.34 as a lump sum payment. They continue on to state that unless I notify them within 30 days that I dispute the validity of the debt that they will just assume that it is valid. I do not and have not ever had an american express credit card. I am contacting the Better Business Bureau as well, but I would like to know if this is some kind of scam. There is no way a collection angency can just send out letters to people across the USA and say if you don't dispute it then it is your debt - this can not be right.
