Brainless Amy Yu. Your down payment was Charged on your consent. How did we get your payment in first place? Miserable you.
Go read your E mail confirmation sent. its 31 days. Moronic.
It was already processed by rental Agent and paid to owner legitimately.
This could have solved amiably, We give people full refunds despite the last minute cancellation, when nice. try to work things work out. But - You were just piss & moan, immature and Straight up nasty rude.
I have terminated my job with them for better, and Amy Yu- I sincerely wish you to someday become an adult.

# 1 You made reservation with them, Correct?
In good faith, not to have our credit card siphoned of $700.
# 2 You canceled the reservation last minute.
It was 3 weeks prior, which under the cancellation policy made known to us is a 50% refund.
# 3 They followed their contract and You did not.
You DID NOT follow the contract. You then took money out of our credit card illegally.
# 4 You are accusing of what? Its their policy. Take some responsibility.
YOU are being accused of THEFT. How about YOU take some responsibility.

It would appear that they DID change their website. The newer website was created on November, 23, 2011 and the owner is hidden by a proxy registrant (RED FLAG #1)
