A friend of mine had a similar issue with Ocwen trying to get her escrow removed. She would call the customer service number and always get representatives in India. When she use to ask for an American based associate they would transfer her to someone in Florida, but apparently that has changed as they now inform the person there are no American based associates. This is nothing but a LIE as Ocwen's main offices are in Florida.
However, she had her loan modified in the early part of last year and she was informed all she needed to do was make 12 on time payments and have everything current and she did. Everytime she called Ocwen throughout the course of that year she spoke to a different associate who told her the same thing. They also informed her when she had made the 12th payment to send a letter requesting the escrow be removed.
When she had made her 12th payment she sent the letter requesting the escrow payment be removed and they refused. Told her she had to instead wait two more "additional" years. She called and called and spoke to managers and supervisors over the course of months and they stubbornly refused to remove her escrow as they had advised her.
Finally she was fed up and filed a consumer complaint with the following:
Florida's Attorney General Office of Consumer Protections
Florida's BBB (Better Business Bureau)
Her state (Your own state) BBB (Better Business Bureau)
CFPB - Consumer Financial Protection Bureau Office in Washington, D.C.
Your States Attorney General Office
It only took her a about 30 minutes to file these complaints all over the computer because their complaints are taken online as well as by mail.
The CFPB and the Attorney Generals are especially feared by companies because they have a lot of power.
Well, in about two weeks she received a letter from Ocwen stating her escrow had been removed and Ocwen apologized. The reason is because each one of the organizations above contact Ocwen and Ocwen has only a certain time frame to respond.
This is her best bet. To let Ocwen know she means business.
