And they are supposed to have 10 days to respond. A friend of mine, who sells a lot on Ebay, had $200 taken out of her account after a buyer claims she did not receive. Brenda called her and the buyer said she finally got the package (from Canada, which takes 5-19 days). Did buyer let Paypal know? Nope. So, she got the merchandise and the money. Paypal is not the sellers friend. Yet, on the other end of the spectrum, Ebay doesn't give a d**n if buyers get ripped off, as long as they get their listing fees.

I have done business both with ebay and paypal,as both a seller and buyer. I have also used paypal to pay for things other then auctions on ebay. I don't understand how ebay or paypal refunded the buyers money without first contacting you for a resolution. The direct quote from paypal's website is : "Many disputes can be resolved by talking directly to the seller. However, in cases where communication does not resolve a problem, a claim can be filed through the Buyer Complaint Process. Once a claim is opened, PayPal will investigate your claim and attempt to recover any funds you are owed (from the seller). You will be entitled to the return of funds PayPal is able to collect on your behalf. However, a full refund is not guaranteed. We will make every effort to complete our investigation and any reimbursement within 30 days from the date the Buyer Complaint Form is filed." I have filed a complaint with ebay before due to seller and I know it was a long process. I had to call the seller first and prove that I had tried to resolve it. If the buyer called her credit card company for a refund then paypal or ebay cannot be held responsible since it was her bank. You can file a report with ebay and paypal and the buyer can be banned.
