Instead of going to a bank and holding your money yourself it's best to take you landlord to court because if you personally refuse to pay rent you could be considered in breach of you lease agreement and ultimately evicted although you are the victim. As a rentor your landlord is responsible for all necessary repairs. You should go to landlord/ tenant court and request that your rent be held in an escrow account by the courts. The landlord will not see a dime of your rent money until they come to court and prove to the judge that they have made all of the necessary repairs. Also, you may want to consider reporting your landlord to the housing authorities. They too can be inclined to force your landlord to make the necessay repairs.

I had been in the same situation as you a couple of years ago. My rental units roof was leaking...into the monitor of a computer!! So I did as you did and called and left msg after msg, and nothing. If you are still a renter at this time, and you get in the same or similar situation do this: Open a bank account at a bank you don't normally bank at, and if Mr.or Mrs. Landlord is not doing his part by giving you a "safe and habitable environment" You simply write him a letter and tell him what bank the funds are being held at and until he makes necessary repairs or whatever, and until then you will continue to do this. It is legal and the right thing to do. You as a renter have a zillion more rights than a landlord.
