According to Amnesty International, Philadelphia's police department is the most crooked in the world. In 2011 alone, taxpayers paid over $15 million to settle dozens of lawsuits against its officers. Of course, most criminal cops destroy evidence of their wrongdoing, so most do not get sued. Over 400 Philadelphia police officers have been convicted of crimes just since 1980. That equates to a staggering five-percent career conviction rate. Nonetheless, a 2004 prosecutor's study revealed that almost all of the city's criminal cops are immune from being fired, much less prosecuted. Extrapolating from the aforementioned facts, the majority of Philadelphia police officers are criminals.
